The Heartland African Soccer Federation (HASF) was established in Kansas City MO on December 23, 2016 with the great intention of promoting sportsmanship, cultural exchange, family values and leadership skills among African brothers and sisters, including our dear friends in North America.  The HASF is strongly committed to utilizing the beautiful game of soccer as a vehicle to promote African cultural values and heritage from generation to generation as well as including trade and economic partnerships with the motherland Africa.  The HASF is very solid and free from all kinds on influence.   The sole purpose of HASF is to bring our community together by exchanging our strong family values with young Africans and their friends all over the world.  The HASF promotes fairness and equality all over the world.

1. Membership – 

The HASF has three founding members and executives currently [Dr. John Akinwale, Ms. Susan McFee and Mr. Seyoum W. Kassa (Korem)].  In the future, each city and state will send its representatives as members who will be given the opportunity to govern.

 

2. Elections – 

Elections for board members will be held every three years.  Members will serve five year terms once they become executives.  The area which that board member originally served will be able to send a new member.  The executive gains an independent status separate from their original area in order to avoid conflict of interest and give talented executives the opportunity to serve longer terms.  The five year term is not mandatory.

 

3. Meetings – 

Meetings will be held on the third Saturday of each month from 5:00 PM to 9:00 PM (CST).  The HASF President can approve emergency meetings if necessary.  Alternative attendance methods (ie: Skype and teleconference) can be used only by members.  Privacy is of the utmost importance to HASF.

 

4. Executive Board – 

The three original founders and the current executives will direct the activities of the organization.  These officers will serve a five (5) year terms.  Elections can be called based upon the maturity and stability of the HASF.  A proposed election will be held on March 23, 2022 at 7:00 PM (CST) in Kansas City MO.

5. Funds

The founding members have invested a great deal of time and money to establish the HASF in North America.  We have the capacity to raise funds to sustain the organization.  We will engage various means of fundraising such as charity, individual and organizational contributions and business advertisements until HASF becomes strong enough to produce its own revenue and be viable.  We will have a website which we will use to encourage private and public enterprises to donate to the HASF in North America.

 

6. Division – 

There are three (3) founding members, executives and board members of HASF.  The executives have the power to make final decisions for the HASF.  The board members will be elected every three (3) years on March 23rd, beginning in 2022 in Kansas City MO at 7:00 PM (CST).

 

7. Affiliation – 

The HASF will be actively abiding by the rules and regulations of the organization.  The HASF is not a political organization or affiliated with any state or country.  It is an independent sports organization.  We will establish connections with businesses throughout the world.

 

8. Director of Coaching (DOC) – 

The current Director of Coaching (DOC) is Mr. Seyoum W. Kassa (Korem) from Ethiopia and the Technical Director is Mr. Victor from Liberia.  The DOC and the Technical Director will monitor the sportsmanship of all teams, players and coaches.  The DOC monitors and enforces any participating teams in its (HASFs) tournaments to follow the Seventeen Soccer Games Rules and Regulations.  Current and future DOCs and Technical Directors will have an obligation to insure that every referee has received proper training and a valid refereeing license before being hired by HASF.  Fair games are a key objective of the HASF.  The DOC will be hired by the executive members.  The DOC does not need to be a member of the organization but will need to have the professional skill to serve and monitor any HASF tournaments.  The DOC will be a very important and vital member of the organization because they will provide the direction and future of the organization.  The DOC can be a paid employee or a volunteer, depending on the decision made by the executive committee.

 

9. Ratification – 

The Constitution of the HASF should be approved by the board members of the HASF.  The Constitution can be revised or changed based on the maturity, growth and stability of our organization in North America.  Once the President has investigated and assessed the amendment, the amendment will be submitted to the executives and board members for discussion and approval.

 

10. Amendments – 

Any amendments should be presented to the President of the HASF.  Its sole intention should be to benefit the organization.  The President will be empowered to investigate and assess the amendment, bring it to the members for discussion and final approval.  Everything must be for the interest and benefit of the HASF.

 

11. By-Laws – 

Anything that has been approved by the founding members should be final and inclusive.  Any rules or regulations should be final and inclusive.  Any board member or executive who commits any violation against the interests of the HASF will be automatically expelled and legal actions may be pursued if necessary.  They will be responsible for any damages against the organization.  The HASF will not tolerate nepotism, corruption or false allegations.  The organization will enforce zero tolerance.  Any violations will be legally punished if possible. 

 

12. Rules & Regulations – 

The HASF’s founding members and executives have the ability to change any rules or regulations at any time.

 

13. Tournaments & Host Cities – 

The host city for tournaments will be chosen by lottery.  The first HASF tournament will be held in Kansas City MO.  The second tournament will be held in Overland Park KS.  The Ceremony and tournament will begin on the first Friday of August of every year. 

 

At each tournament, the words and thoughts of Dr. John Akinwale and his wife, Dr. Grace Akinwale, will be read to the audience.  The winning players of the tournament will be named after Dr. Kwame Nkrumah and Dr. Martin Luther King Jr. (Dr. Nkrumah/Dr. King Trophy).  Second place winners will be named after Dr. Wangari Maathai (Dr. Maathai Trophy).  Second and third runner up teams will be named based on the host city choice (which means they can be named after any person or organization).  

 

All players, referees and HASF investigators will be at tournaments at all times to insure that no violations have been made.

 

No players will be allowed to play for more than one team.  Coaches and managers should be able to provide the names and IDs of any players before the game.  Any violators will be expelled from the soccer field.  There will be zero tolerance for unsportsmanlike behavior.  Love and respect for others must be shown at all times.

 

The soccer ball will be a size five (5).
